There is some sort of environmental damage scam going on the US. See the Wikipedia entry for Montrose Chemical:

In October 1989, the former Montrose Chemical site was added to the Superfund National Priorities List. In 1990, the United States and California filed lawsuits against Montrose Chemical and nine other facilities near the Palos Verdes peninsula, citing damages to the nearby marine environment.

In December 2000, the Montrose Chemical Corporation of California and three other corporations settled their lawsuits for a collective $73 million. When combined with prior lawsuits, this brought the total up to $140 million to fund the restoration of the Palos Verdes Shelf marine environment.

Thing is the EPA "Superfund" record doesn't acknowledge this source at all. It mentions only sediments polluted by discharge through LA County manged Joint Water Pollution Control Plant. See Superfund Site: Contact Us MONTROSE CHEMICAL CORP. TORRANCE, CA:

It is estimated that over 1,700 tons of DDT were discharged by the JWPCP from the late 1950s to the early 1970s.

1990, the Environmental Enforcement Section (EES) filed a lawsuit under the federal Superfund law; the last of the claims were settled in 2001. A total of over $140 million was paid by the various defendants into interest-bearing escrow accounts, for use by the U.S. Environmental Protection Agency (EPA) and by the Montrose Settlements Restoration Program (MSRP).

EPA is using its share of the funds to address the footprint of contaminated sediments on the Palos Verdes shelf. In June 2009, EPA announced that it intends to implement a capping project, in which it will place clean sediment over the contaminated ocean floor, to isolate it from bio-availability. Maybe I've misunderstood something here, but this sounds to me like a scam to make money for "Environmental Lawyers" like Jennifer Hall Thornton.
