It's better to design for low power requirements first, otherwise you end up in a vicious circle of requiring more energy to build and move heavy energy-generating plant. You can end up trapped in a weird super-inefficient subspace of the whole parameter space. Something like this happened with jet engines, and very probably rocket engines too. Look at the absolutely enormous jet engines that Rolls-Royce and others are building to achieve "fuel economy". Of course if your global economy is based on maximizing waste, as ours is, then it's a good thing.
