It's better to design for low power requirements first, otherwise you end up in a vicious circle of requiring more energy to build and move heavy energy-generating plant. You can end up trapped in a weird super-inefficient subspace of the whole parameter space. Something like this happened with jet engines, and very probably rocket engines too. Look at the absolutely enormous jet engines that Rolls-Royce and others are building to achieve "fuel economy". Of course if your global economy is based on maximizing waste, as ours is, then it's a good thing.

And then there are issues arising from mining and fuel processing, ... You should be taking these into account in the design process, and it needs to be done routinely. See The Land and Lori on Extraterrestrial Life.

I also just took this photo of Rafael Gonzales, born here in Tecate, B.C., who told me about a spring near here called Agua Fría , half way from Tecate to Loma Tova , where, a few decades ago, people used to go to have barbecues and stuff, but now he thinks it may be private land.
