Richard Clegg on Internet Congestion Collapse and the Famous Van Jacobsen and Mike Karels 1988 Paper on Congestion Avoidance and Control

It is really interesting, in particular for the control systems methods they used to make estimators for the congestion levels. See https://dl.acm.org/doi/pdf/10.1145/52325.52356 I looked briefly for some mention of the obvious problem of the "tragedy of the commons," but nothing leapt out at me. It may be that they assume pessimal behavior, and design the system to exhibit self-organised criticality. See How Nature Works: The Science of Self-Organised Criticality, by Per Bak (though this was only published in the early nineties, I think).
