Suspects Severely Beaten in Russian Jail

They seem to have cut the ear off one of them.  This is presumably somebody's idea of a deterrent, but this kind of behaviour by authorities does much more harm than good. It indicates at best that the state isn't in control of the criminal justice system, and that brings into question the whole government. In the US they try to cover this sort of thing up.
