This is programming from scratch: there is no software at all on this machine when it starts. You have to input all the programs using a hard-wired logic circuit, which allows the RAM of the machine to be loaded from mechanical switches. See Mitsuru Yamada - Floating Point Arithmetic on a Homemade 6502 Computer for some idea of how far you can take this "bare metal programming".
