I didn't know Channel 4 was government-owned. Unlike the BBC, which is funded by the population of viewers paying a licence fee,  Channel 4 is funded entirely by advertising "and the station is now owned and operated by Channel Four Television Corporation , a public corporation of the Department for Culture, Media and Sport , which was established in 1990 and came into operation in 1993."  The Metropolitan Police spend £850 million every year outsourcing from "corporate partners" who are serviced internally by a team of sixty people who look after the interests of the Metropolitan Police, or the public, because they're the same I suppose.
