I'll never forget hearing Evo Morales saying "Los Bolivianos, son buenos trabajadores" and he meant it.  But if your economy relies on selling the products produced by those people (21:51) to be able to import enough gasoline to fuel the transport system they rely on, then you are basically just selling the people into slavery.
