They claim to have evidence that at least 3,000 votes were altered in the  TSE  computer system that did the counts. See  Bolivian Elections - Renán Cabezas and Ramiro Venegas Denounce Alleged Electoral Fraud Scheme . Apparently the TSE system is hosted on an AWS cloud service located in the USA. It is not clear how to me how they can prove that their evidence is genuine. They are planning to send examples via WhatsApp to their membership as proof, but I don't see how anyone will be able to know that this is evidence of fraudulent vote counting by the TSE. They would need to explain exactly how they obtained them and from what system, and then those claims would have to be evaluated by someone who is a trusted authority on digital forensics. I don't know anyone who could do that. They also claim that the data center in La Paz had a copy of the electoral roll and they are demanding that the TSE explain how this was obtained. This is about the sale of data resulting from a hack on La Agencia de Gobierno Electrónico y Tecnologías de Información y Comunicación . The data includes a list of known vulnerabilities in the National Police system. They're selling copies of this data for $150. Not only could people make false statements, but the data about who made the statements could be revealed. The executive director, Vladimir Terán, says that these were copies of historic documents that had been downloaded to an employee's home computer and that the hackers only accessed that machine and the data that was on it. I don't have the wits to follow this, but it sounds much more interesting to me than most of the ideas I hear about these days. The thing I like about it is that it takes the role of the experimental observer seriously. You have to check the timestamps on these videos. A friend and I went to hear her live in Gunnersbury Park in London last year: C'mon Billy: As we were leaving the park one of the marshals (is that what they're called? The people in high-vis with radios that stand around telling people where to go, ...) said "Don't make any bad decisions" just as we were passing. That coastline and the Atacama desert is a unique geographic phenomenon which surely provides unique opportunities for human development. I hadn't considered the possibility of doing some sort of three-way development with Peru involved as well.
