This is a problem. I imagine the Russian Ministry of Defense would prefer the Russian military controlled these areas, rather than that they were used as "shields" by the Ukrainian army and/or right-wing paramilitaries and any others who show up to join in the fight. They may also have decided that the facilities need to be defended from potential use in false-flag attacks. Obviously it would have been better to settle the instability by diplomatic means but that has proved impossible to do in the last six years, so now the physical security of these facilities is dependent on the quality of the military intelligence possessed by the three(+) sides in the conflict, and the motives and capabilities of the forces.
